The Newport Mecca, owned by Howard Bregel was at 922/24 Monmouth during the same period and gambling was run by the Bridewell Brothers there. That has always been the source listed for the Mecca chip.
Your thoughts make sense, but the Carr Brothers didn't use chips that anyone has found while the Covington location was called Carr Brothers in the late 30's/early 40's prior to renaming the Mecca. On the other hand, the Bridewells did do so, at the Kid Able Club in Newport at 941 Monmouth.
