Serious insurance question

If memory serves me correctly when a contact is entered into it becomes the resposibility of one to delieve the goods or services and the responsibilty of the other to make payment or other restitution.

Also I believe that if anything is insured with the USPS only the sender is entitled to any course of action. ie. making claim for collection. The recipient has no status as far as the USPS is concerned.

If the above two assuptions are correct then why should a seller request or demand payment for insurance from the buyer?

Any reason for non-delivery, I believe, falls on the sender and does not concern the buyer.

I must be missing something as the request or mention of the buyer paying for insurance is constant.

Please take no offense but I would like to know the reasons behind this whole matter. I am old, confused and work on the honor system. Believe me the USPS is by far the greatest and I have traveled to a lot of countries.

Wondering or wandering minds would like to know.
