When one of the small, out of the way tribal casinos in Northern Wisconsin got caught pulling tens out of the deck, the punishment was "don't do that again."
There are two casinos (maybe more?) in WI that don't meet the minimum requirments for payouts from slots, I think it's 86%, I'd have to look. The punishment is that they have to pay a fine each month, which you can guess, is less than they take in at the machines.
The second one, isn't cheating, but it just shows that if you break the rules, there's still a larger profit in it.
Still I trust the big Wisconsin casinos, because they don't want a bad image. The tiny ones, are looking for any edge they can get, so I don't know.
I'd like to see an independent control board and also some reporting of profits like other states have.
