I still don't know if they take money from a Personal account in the typical comlaint case. I wrote PayPal asking them.
Most of what you say seems wrong to me, at this point.
(1) I note in my auctions that I accept PayPal payments that are not credit card funded, and I don't display credit card symbols. Nothing misleading. Look at one of my auctions:

(2) Personal PayPal accounts are not covered by PayPal Buyer Protection Policy (BPP).
Here is an overview of BPP:
https://www.paypal.com/us/cgi-bin/webscr?cmd=_pbp-info-outside
If you read it, you'll note it says that for the BPP to apply :The PayPal Buyer Protection icon must be displayed in the Seller Information box on eBay," and this can only occur with Business or Premier accts. ..... ...... ........ It also says the Seller, to be covered by BPP, "You [must] use a Premier or Business PayPal account to accept payments."
Again, I don't know under what circumstances PayPal will grab money from a personal account, even if the BPP does not apply. I'll try to find out.
