I would say that your chip is not a crest & seal. I have over 1400 examples on my website that are c&s. Some chips on my website are just plain molds with inlays NOT c&s.
Please catch me at the convention for some hands-on examples. Defining a crest and seal is much like defining pornography.
Having said that, I'll throw out elements that are in crest & seals (at least as I define it)
1. Smooth mold chip
2. Inlay is pressed (or laid) in such that running your finger nails across the top gives no indication where the rim ends and inlay begins
3. The last crest and seals were made by the Burt Company in the 1960s (an example is the "LVC" crest and seal from the Las Vegas Club)
4. Crest and seals are made of clay (or a mixture dominated by clay). This point alsone would eliminate all of the smooth mold modern chips such as your chip.
5. Crest and seals have a clear film covering the inlay. If not for this point than the Sharkey, Sahara-Tahoe, Barney, Carson Nugget, Christmas Tree, Holiday in Reno, Harvey, J.A. Nugget,Pick Hobson, PrimaDonna, etc roulettes would all be considered crest and seals. Instaed they are considered just plain molds with inlays.
