buy them from the cocktail waitresses. They usually get roulettes as tips and they carry around a stack of different ones. Just go up to them and ask if you can buy them and they will probably appreciate you cashing them in for them so they don't have to.

You might want to overpay them a little to tip them for their help

One time I bought a stack from a lady and she told me, "Good Luck", like I was going to go around to all the correct tables with the 1 or 2 chips I had from each table and use them in play! I just smiled and brought the little guys home!
