The medicine vials are simply a convenient way to store chips that are stored in ... "a single nice plastic holder that is normally used to contain a nice chip of higher value". I don't mean to propose that the medicine vail is Air-Tight ... it's just a "cheap" and convinient way to stack the encapsulated chips.
