I don't know about Empress but Princess Corporation the parent of Princess Cruise Lines is based in Miami, Florida and their ships on the East Coast primarily if not everyone departs from South Florida.

I would say the only exception to the East Coast ships is their New England and Canadian cruises which depart from New York City.
