I'm not sure who Bellagio is targeting, possibly the "jet set." But if the documentary about Borgata is correct, the group that you described as the Palms target is the same as Borgata. In fact, they showed their grand opening, and that group sure showed up. I definitely wouldn't enjoy their music very much.
