Still legal, of course, but were just far enough back with a few cents short of being useable and the PO doesn't have the odd 4 or 6 centers or whatever to add to them to make them viable ....... plus the quantity the guy wanted to give me would have been my stamps for years ......... he apparently inherited a bunch and was trying to unload them .... !!!!
