They were made by the Mason Company for the Bell Cigar Store in Omaha, Nebraska in 1953. The owner of the Bell Cigar Store in Omaha was Fred S. Weyerman according to the 1954 city directory. The 1954 Omaha City Directory also lists the following citation : "C & C Bar (Jerry Collins Jos S Cap jr) 2923 Spaulding." So, it's possible the chips were made for the C&C Bar. Just my speculation.
