To answer your question the chips under discussion should never be classified as "fantasy". When a casino orders chips but for whatever reason can't or won't take delivery the chips are still genuine casino chips. The mere fact the casino closed or did not accept delivery does not change the nature of the chip.
Fantasy chips are chips made that would never be put in play in a casino. Maybe if we started using the correct terms the topic wouldn't be so confusing.
