We had no trouble when we were eating in the cafe in Bellagio and looking at the flowers with our 3 year old (4 when we visit next month) - whena security guard asked as we came in we just mentioned that we were eating and that was ok - I think you have to either be a guest or eating in the restaurant. We were also ok walking through the gaming floor with Emily in her stroller.

We visited a lot of casinos to look, especially those within an hours walk of the Paris where we stayed.

Only trouble I ever had was in the Boardwalk which is not a big problem!

I can also suggest the penguin feeding time at the Flamingo for a short visit for the kids (about 9 am I think?)
