I believe you're right, James! It didn't occur to me that the chip could have a full-graphic inlay. Looks like a designer's idea that didn't pan out very well [g].

So the answer to my question is "9 inserts on this chip". I guess the rest of the description would have to be OOR Inlay, Full Graphic, Multi-color, or OOR-MULTI-FG in TCR terminology.
