The question should be how do we define an error. If this was a chip of one denomination, manufactured for one casino gaming area and under strict security control of the manufacturing process, pieces that make up a chip (inserts, inlays, blanks) from either another denomination chip from the same casino or any piece from a different casino gets mixed up together then I would consider this an error. Now this chip was made for a home play set. Do they use the same security control for these chips? If so then it is an error otherwise it would be a variety as they just might use anything left over to complete the process
