After using HP scanners for many years, I bought the Epson Perfection 1670 and consider it superior. It's also cheaper that the HP's I had used. Colors are truer as well.

Photoshop 5.0-LE is your best bet for picture editing software. You can find it inexpensively on eBay as it has been superseeded.
