I think the chip theft they wish to prevent is theft by casino dealers. Some time ago I posted a link to an article about a fantastic amount of chips that one or more dealers stole from a casino and had family members cash out later. A real eyeopener as I recall. Anti-theft RFID monitors would most likely be in employee-only areas, break and locker rooms etc. Don't most casinos have an employee cage where chips received as tips can be redeemed and that sort of thing? I imagine players will still be able to walk with chips.
Of course the article doesn't cover how this tech can be used by the casino to cheat players. The MindPlay system counts blackjack cards, which is prohibited by Gaming. Their (Mindplay and MindPlay casinos) defense when players brought complaint before the Board: "Uh, well..., yes, I suppose we could shuffle the deck whenever the count starts to favor the players but, uh... we uh, don't use that feature...really! We're just using the system to um, keep track of player comps! Yes! That's the ticket!"
