In 1 chip transactions, I rarely get charged for insurance, unless it's a high-ticket item. There's an eBay seller, bizerman, who has weekend auctions and charges $1.85 for the first chip and any further chips won that weekend are sent in the same package with no extra charge. Also, you seem to have misunderstood the complaint: Vic sent 9 chips for $1.29, but charged me $16.65 total for shipping and handling. He classified "costs of acquiring the chips" as "handling", when that's clearly part of the selling price of the chips, for which he didn't get as much as he thought he would. So, he's trying to include things like cost of gasoline for the casino trip in "handling" - I guess I'm lucky he didn't take the Concorde or a custom limousine.

As I mentioned to Brian Freiermouth below, up to that point, every eBay chip dealer - including quite a few posters on this board - had combined shipping and reduced the charges. Vic screwed up by claiming he wouldn't combine shipping, and then he sent the chips all combined in a single envelope. His customer service strategy is "I screwed you, get over it."

We've tried to speculate on why he feels the need to do this, but he refuses to explain. Most likely he's a degenerate gambler trying to pull himself out of the gutter by a series of low-level scams.
