Questions for the experts...

The black chip pictured below reads "Melvin Simon & Associates, Inc." and it is an H&C mold.

I believe Melvin Simon & Associates own the Simon malls, among other things.

I thought I read that only casinos could purchase the H&C mold. Am I wrong?

Does anyone know if this chip was used during the promotion of the Forum Shops opening? Or, if not, what it was used for?
