This otherwise "L" valued chip was in perfect condition before being hot-stamp cancelled with the clover!

Both sides are shown and "Harold's Topaz Lodge" is medal-aligned, while clover hot-stamp is not.

Does anyone know anything about the cancellation action? Why? When? Who? etc.
