Call the Stratosphere and ask them if they have a regularly scheduled shuttle between the Strat and Az Chas (Decatur). If yes, then Start is within walking distance of Riviera.

I would also suggest acquiring a Strat or AZ Chas room key, to show that you are staying at one of them in case the driver challenges you.
