... the thief is doing this to remain inconspicuous but in doing so he has to become MORE conspicuous by approaching your car twice, first to write down the number and later to steal it, next he has to appear before people requesting a key and explaining the situation..... SOMEONE is MORE likely to remember him than if he were to just smash the window at 2 am jump in and drive away.
