Read the entire article before you panic. It requires falsifying a Deed of Title (Pink Slip). I imagine you have to have a high deman vehicle to want to go through that trouble. Or else you keep "rare" and "scarce" chips on the front seat!

Anyway, it is possible, but not likely!
