If I have ten of something (which I usually don't) and there was active bidding (which doesn't happen with cheap chips) I'd offer the second bidder a chance to buy it.

However I agree and I have been offered second chances on one of a kind items, that some (0) or new member bid on. I toss the message.

Second Chance offers are not always scams.

Sometimes people have more than one of something and would rather sell at a good price, quick, than re-list over and over.
