Several times, it wasn't a complete non-payment. It was just that the winning bidder changed his/her mind and let me know right away. In this case, I understand, especially if that person is a regular customer. I then explain the situation in my 2nd chance offer to the 2nd highest bidder.

One thing to be aware of, however, is that if you've been offered a 2nd chance offer, make sure you know what you're getting. A duplicate chip might not be as good as th quality as the one you were bidding on.
