The way business is done, is that Buyers pay first, then the person ships.
Can I go into Office Depot and grab a reem of paper and some memory chips, and then go back to the office and write them a check?

When I buy on Amazon, they take the money and the seller ships. Pretty much universal across the Internet. Right?
Would you ship a bunch of chips out of the country, to someone you don't know, without cashing the check first? That's my question?
Would you ship to some eBay buyer, you don't know, before receiving payment?
There has to be a protocol, and the way it works is pay first, receive later.
