U.S.postal insurance via home computer up to $200?

Anyone out there familiar with this, that I read about recently -- that you can set up an account with the post office (or PayPal. eBay or whatever) to print postage via your computer, and somehow issue postal insurance up to $200? That you needn't go to the post office, that you just drop it in a mail box? Of course, you have to pay for the postage you print up, but are there any other fees for this set-up, like a monthly fee or whatever? The postage and insurance you print up, can it be for first class mail, not just Priority Mail or Express Mail?
