They do that in all Post Offices, I mail in East Syracuse I get the same thing. I was shipping in my Whitesboro PO but they ask too many questions.

As one clerk told me he had a woman coming in once aweek shipping boxes out of town using Media Mail. I guess they got curious and opened one of them. It turned out to be Dog food.

What I want to know is if they open it, who pays the regular fee to the person its addressed to or the sender? Can the sender refuse the package back to them too?
