I thought they would encourage people to walk with their chips. I by no means am an expert on the subject but if the casinos buy a chip for $.60 and a player walks out the door with it they are making $.40 on a $1 chip. With the $5 and up denoms they are making a lot of money.
One could argue that if the player puts the chip in play then the casino could get the full amount of the chip back, but on the other hand, they could lose double as well.
Am I off base? And if so why would the casinos make LE chips and chips with the logo on them? These chips are surely going home as souvenirs.
