Question about Puerto Rico chips

As some of you may have noticed, at Collecting Fun we have subcategories under the main category of Chips. The first two are "Nevada Chips" and "Non-Nevada U.S. Chips". It would appear that Puerto Rico chips would fall under the second subcategory, as Puerto Ricans are, as far as I know, U.S. citizens except for voting purposes, and the Commonwealth of Puerto Rico is governmentally connected in many ways to the U.S., with the head of state being the President of the United States. However, in some events it is represented as an independent nation. How should we categorize Puerto Rico in regard to its chips? If the number of chips and collectors are significant, then perhaps it deserves a subcategory of its own. In any case, it should be an acceptable and collector friendly solution. Would greatly appreciate your thoughts and comments.
