One would think that it's the reasonable thing to do - to make good on a delivery failure in a trade - but clearly, Vic ain't playing with a full deck. For some reason he doesn't understand that what he's doing to several of us is a "bad thing," and he will refuse to address the problems or make even the slightest attempt to make good on his swindles, so we're left to speculate on what the heck's going on. My guess is that he's what we used to call a "degenerate gambler," someone who's hit rock bottom and is trying to pull himself up from the gutter. Vic's strategy is to pull of a series of small swindles, pocketing a few chips here, a few bucks there, claiming ignorance of any wrongdoing. But the funny thing is why he insists on coming back to The Chipboard proposing trades or sales as if nothing has ever happened.
