No question you got ripped off. Each party to a trade is responsible to ensure the chips are delivered to the other party. Lost in the mail is not a valid excuse. The chips should be replaced by Vic in this case. If the same chips are no longer available , other arrangements acceptable to you should be made. These could include alternate chips, return of the chips you sent Vic, or purchase of the chips you sent by Vic. This is simply another example of why people should not deal with Vic.
