I have been able to "buy" chips at a cage, where they don't sell chips. It takes the right whine , begging, smiling and polite asking, what possible way could I buy chips.
If I haven't repeated this story, or told it, I once met with the cage person and a casino manager at 3 am, because he said that was the only time when they might consider selling me chips. Slow time and both would be there. The Mgr. set it up. I cooled my heels when it was time to meet them, and didn't know if I was just up early for nothing or getting a chance for some obsolete chips and tokens.
I spent every last dollar I had on chips and caught the plane a few hours later. Next trip to Nevada, that manager was gone and so were the chips. I feel lucky.
A 21 dealer got me chips from a Wisconsin casino, one of each, but that place the cage will not even admit that they have any old chips left. "sometimes we get some old ones turned back in."
Yes, I've rented a beer or two in the past. You can't buy a chip and you can't buy a beer.
No WI casino that I know of, will sell chips from the cage and some will only give you chips if you sit and play at a table. Hard pickings.
