I have never heard of anyone disclosing repaired chips before a sale. These chips are made to fool collectors. In most cases the cost to repair them is insignificant. Example: A collector has 6 drilled or damaged in any way chips. A fixer will make a deal to fix 4 and keep the other 2 for himself.
