Thats true as a basic rule. However, I've had them sell me chips at the case in Indiana and Illinois. If you're a collector, as to speak to the cage manager. Ive had times where they have personally gone through chips for me looking for ones in good shape. At Harrahs in E. Chicago, they put out a numbered LE for the Grand Opening of the Hotel. I was able to buy them unc. at the cage. Ive bought chips in Michigan at Greektown the same way. BUT...as a rule, the cage people won't sell them to you. You have to ask sweetly, and even then it's hit or miss. The cage manager is always the best bet in these places.
Nevada outside of Vegas has been going the same direction. I've traveled all across Nevada hitting small towns in every corner. Tahoe..reno...Carson City...Fallon, Ely, Elko and all points inbetween. They're all doing the same thing. So the answer to your question...yes, and no.
