I picked these up at the Palmdale, CA area swap meet on my way from LA to Vegas.

I've tried calling the phone number, but it rings through to a residence. Does anyone have an idea where and what these were used for?

Front and back shown of the black chip. The reverse of the white chip is same as black chip ("VIP Priority").
