I would say that John Genualdi leads (his Puerto Rico collection is the World's largest and has some of the rarest Puerto Rico chips known).

...and Ralph Pollack's Dutch West Indies is also close to completeness.

...and Avee leads with his Cuba collection.

...and Mark Lighterman's Florida collection is second to none.
