That'd be another benefit. It would encourage the shoplifters and other criminals to stay away from a state. As you pointed out if you execute a criminal you guarantee they won't reoffend. And some of the kids that shoplift or steal cars or whatever would no doubt graduate to more serious crimes. Killing them early will eliminate that possibility.
