It is the seller/shipper who bears the risk of loss and the one that needs to be insured. (The post office will not even allow a buyer to file a claim). This buyer need only contact his credit card company or PayPal and it will be pretty obvious who "eats the loss".
The seller should replace the item or receive negative feedback along with a chargeback.
