We have had this discussion on this board before, but if the auction is silent on the issue of risk of loss, the seller still owns the chip until it is delivered, and therefore, is the one taking the risk that the post office will deliver the chip. The buyer has no control over how, or even if, the chip was mailed properly, or mailed at all. The seller is responsible if the chip is never delivered.
If the seller says the buyer bears the risk of loss in the mail...well, that's opening a can of worms I would rather not be the one to get into.
