Why do current casino house chips cost so much?

I don't know much about the value of chips as I am just looking to buy some but it is surprising to me that current house chips that only need be taken out of a casino can be sold for twice the amount or more , on ebay recently I lost a bid in which 100 $1 dollar foxwoods and 100 $1 sahara current chips went for $97 and $98 dollars respectively, so it appears that current face value is pretty much all people are willing to pay for a chip taken right out of a casino which makes sense but every collector sells for over $2 dollars per chip and more amazing they sell a 25c chip for a $1 dollar, a 75% profit for visiting a nearby casino or getting from someone who lives near one, I am just looking for 2 100 sets of current casino house chips and I regret not making a higher maximum bid as I lost the foxwoods and Saharas because I didn't pay attention to the close and got outbid but the different between this auction value and what chip collectors sell their current house chips for is beyond me. Somebody please shed some light on this issue for me and pardon my lack of knowledge if I just don't understand the value of a chip and/or what someone is willing to pay. I am from Canada and thinking of just getting Niagara's chips only their really not appealing.
