I think that's what he did. The chips look scanned and then the size was altered.
Try scanning at 300 dpi and don't change the image size.
Or with some scanners, it's 100% for images that are lifelike.
If you make a first scan that's four times larger and reduce it, you'll get a distorted result. Same if you make a smaller scan, like 50% and then expand it.
In OTHER words try making the scan the size or resolution you want it to end up, without enlarging or reduction.
