All casinos must write "Internals," for each department. Internals tell the GCB how that casino is going to enforce Gaming Regs. Casinos can interept the Gaming Regs differently. If a casino puts in their "Internals" that they will not sell chips from the cage, then it becomes a Gaming Reg to that casino. If they do sell from the cage they are violating their "Internals', and therefore they are violating Gaming Regs.
