That is is an exacto knife cut.
Bud Jones chips are delivered in plastic boxes, strong tape around the center of the box.
Cage personnel do that when they open the plastic boxes. Sometimes they catch all 5 chips on one side of the box.
B&G chips come in close to the same plastic box but they have logoed cellophane tape on each end, so there is no problem with them.
PS come in cardboard cartons. No problem with them either.
