Stu, you can pick parts of definitions and read into them all you want, but the fact that a casino chip is encased and certified as authentic (even if not graded) makes these slabs.
You can slab a chip without the grading, although the grading of encased chips is the factor that causes concern.
I think many people who have read you posts, might not understand. Can you point me to the Club Definition of slabbing that you have repeated a number of times. I can't seem to locate it on the club site.
Good point, is a toilet seat or a paper weight a slapped chip? No... because they are items that become another product and use the chip in their manufacture, for anyone who would like adecoration.
I doubt if someone is selling a toilet seat as a "collectible" casino chip. Rather, they are selling it as a Toilet Seat. Same goes for paper weights, because in order to remove the chip, you would destroy them.
When a chip is placed in an enclosed sonic sealed plastic display case, and certified as authentic, I think that is selling the chips.
With a little bit of logical argument, I might be swayed to believe these are encased chips for the sake of art and not being sold as Collectible chips, but as art or decorative pieces. In that case I would change my mind.
Good luck, now please link to the "Clubs definition of slabbing" for all of us reading the thread.
