I would say Yes it is a Slab, NGC is a Slabing/Gradeing Co. for coins.

Buying this set of chips supports a slabing co.

So for me to buy these chips, it would not be right!
IMHO.
No one is telling me not to buy, just some thoughts about the chips, it's my choice!
