What happens to chips that the casino is no longer using, either because they were replaced with new chips or because the casino closed is determined by the gaming laws in effect in the casino's jurisdiction. In many locations, like tribal casinos, card rooms, cruise ships and most casinos outside of the United States, what happens to the chips is determined by the casino. There are no laws that apply to retired casino chips. And there are many of these casinos that sold off their chips with the rest of their furniture and fixtures when they closed. In other locations, like Atlantic City, there are laws that require the casinos to destroy retired chips. So it depends where the casino is located that will determine what happens to the retired chips.
