#1. Members needs to notify the sender. So NO.

#2. Post offices fault. But I would not expect the club to send me another. I would file a complaint with the post office for replacement cost.

#3. Again it happens, should the club members who have a po box be charged because others refuse to get one. I have a mail box and I will accept the magazine if it gets wet, that is my decision only and the club should not be penalized, also file a complaint with the post office.
