If the person that is next in line to be the big blind or the little blind is knocked out, how do the blinds fall. I know that there is something about only one of the blinds being posted the next hand, but exactly what is the proper procedure? Who skips a blind and who is it that posts?

Sorry, after playing for 10 months I guess I should know this, but in our local tournaments
of 16 or so players, we still seem to stumble on
this one point.
