Okay now for my 2¢ worth being a new member..

#1 its the members fault. its not like you only have 2 hours notice that you are moving. Thus charge full price for replacment

#2 S**T happens. If and/or when you get the plastic bag from the post office, its by all means the USPS fault. Charge 1/2 price for replacment, and file complaint with USPS.

#3 Get a P.O. Box and avoid the weather issue! Again charge 1/2 price for the replacment. There is no greater feeling than opening your p.o. box and finding it full of chip related stuff! (my bills are sent to my house - let 'em get wet!)
